I'm not an expert, but wouldn't he claim the VAT back?
claimback is not the point, - the article from hmrc ......
they might not be vat registered anyhow.

We supply a high street charity with t shirts vests and cycling tops and charge vat. The article refers to advertising space on clothing not clothing but its titled good's connected with donations so interpretation plays a part. HMRC may clarify if you ask them and id be interested to know the response too. You might ask them if that applies to printed mugs and any other item that can be printed from pens to cuddly toys as they are not mentioned in the article but might be considered in connection with collecting donations.

my accountant says "If the Hoodies and Tees are part of a fundraising promotion they would be zero rated, if they are for advertising they would be standard rate."
Time spent on google doesn't throw up any of the big players exploiting this possibility .... makes me think there is more to this than meets the eye
Any more suggestions? - preferebly ones members are using, not just opinions ...
