Hope this is the right place to post:

I've watched a few YouTube tutorials on how to change an image and make it look like an oil paining, since then I've been bombarded with adverts for PS filters, the latest one being 'The Spectacular Photoshop Actions Bundle'.
I'm now wondering if there is a filter such as the one mentioned that will do most of the work for me. I've attached an image of something I'm trying to achieve. I know I can purchase and test but I wanted to check here first before I start buying till I find something that will work.

If you want a plug-in-and-go PS Action then there are many excellent and well-priced ones on GraphicRiver ...

If you know the steps needed to produce the effect you need (ie. from a YouTube tutorial, or such) then it's not too difficult to make your own Actions to suit your needs, and they are easier to tweak too, as well as teaching you some indispensable PS skills for the future.
