what program are you using for the design. Photoshop?, corel draw? inkscape?
White instead of Blue would be even better, thanks , hope someone technical can help.

Sorry, i'm using Photoshop.
I just don't want the hassle of Black, Blue blocks. So a white template would be perfect
as in a white template , i mean a white background with blue outlines. i know it will be simple but just want a quick solution as i can't see me needing many more after today. Then i'll learn how to do it myself.

Use the magic wand tool and select the any part of the white area with a tolerance of 35. Then go to drop down. select - select similar. This will select all the white areas. Choose your new foreground colour from the colour palette (blue) Then use a large paintbrush and paint over the selected area. Do not deselect the area!! Then change the foreground colour to white and go to select - select inverse. Then paint over the black areas.
can you provide full res photo?
working in Photoshop for this sort of job is a bit of a faf if you have a vector version use a drawing programme, even tracing a bitmap would be easier
