I'm having similar problems on my 1400 too. The test print shows about 40% of the Cyan.
I have reinserted original Epson cartridges and the test print was fine. The CISS system is new ( the ink tanks that I fill up aren’t new though ). I have sucked the Cyan cartridge and it’s constantly 'bubbly'. So, I added new ink into the CISS Cyan cartridge and the test print was the same.
So I’m guessing it’s not the printer as the original cartridges printed fine. The CISS system is new. Could it be the ink tanks?
Any help would be appreciated.

Have you tried sucking a fair bit through to see if the bubbles go? Sounds like an air leak to me.

Did the ciss not come with ink tanks?

Make sure anywhere there is a link/joint/valve on the cyan line that it is tight.
If the system is new, I'd be asking your supplier for support - if not you could try some glue of some kind to make sure all the joints are sealed ... but be careful that the glue doesn't actually go into the lines and block them!

I have tried sucking the ink through the printer cartridge side but the bubbles kept coming through.
We didnt get ink tanks as we had problems with our old CISS so didnt need new ink tanks before.

where would the air leak be?

the air leak is most likely to be at any of the joints in the system - it is unlikely that there is a hole in the actual tube, but possible one of the joints has come loose.
