What level of software do you need? Would one of the online banner makers do the job or do you need something on your PC?
Membership scheme now available - Just £10 per year - Regular Supplier Discounts and Special Offers!
The trouble with those sites that make them for you i've had a look about and they never seem to do what you want them to.
i would use one if i was allowed to upload my own pictures and there wasn't adverts on the banner :~

Blimey, Paul, where have you been for the last 6 years?
Adobe bought-out Macromedia in 2005!
I'm not sure why anyone would want Flash banners these days anyway. Well, not unless you see some business benefit in excluding 100,000,000+ iPhone owners, 60,000,000+ iPod Touch owners, and 15,000,000+ iPad users.
That's not counting all the regular desktop/laptop users that turn off Flash banners through browser plug-ins.
