Really it depends on the situation, and the type of artwork you plan to produce - as Photoshop is a piece of Image Manipulation software, best for working with photos or effects - whereas Illustrator is a vector based program, which is best for branding - and other simple/detailed images.

I am a massive fan of CorelDraw and I find Illustrator very clunky to use but that is just because I am so used to using CorelDraw.

For vector work the free Inkscape is a good choice for anyone strapped for cash.

Agreed. Especially now you can use it to drive a vinyl cutter
