If you're desperate for the work then send out for free but watermark like someone else suggested. If you have lots of work on then say you can provide one sample for free but other items are chargeable. My one pence worth.

I had a similar situation last year a Spanish company had come asking for samples to be printed and sent out to Spain. They asked how much would 12 samples cost and i told them we have to charge for the samples and the shipping. "If it had of been UK the Shipping would of been free". It's a good job the business owner was from the UK in the first place..They said that is fine. So the samples got prepared packaged and dispatched. I got an email 6 weeks later saying they loved the samples and they want 1000 mugs printed up with the potential of more.
The moral of the story is it's good some times to charge for samples and shipping because it may just work out in the long run.

Charge or watermark simple. If they want to see the quality of work you produce send them a sample of another customers work, if they want to see their own designs then it is Charge or Watermark.
