I would suggest that you forget about buying a cheap setup and seriously consider out sourcing for now until you know the work is there and you can justify the bigger bidge that comes with good quality kit.
Personally we use a Ricoh A3 printer - the inks alone cost almost as much as your budget but its superb but I refuse to skimp on quality as I dont want to be let down. With our embroidery machines again we use the very best industrial 16 colour single head machines money can buy but they beat everything else we've ever seen in action hands down.
