Hi Wally in Norn Iron. It depends on your level of skill really. Most functions of Photoshop CC are well beyond most users, but for basic editing of images Elements or Lightroom. Lightroom is aimed towards photographers who work with RAW files straight from the camera, whereas Elements is aimed towards amateurs who don't need the full blown Photoshop. I'm guessing Elements would suit you for basic editing.

My wife (a photographer) uses CS6 and only uses a fraction of it's ability, based on her work I can second Gooners point.
If you have 5 minutes to spare watch this. A friend of ours does this sort of work for her clients in photoshoots. It'll give you an idea of the power in the new versions of CS6 and CC.

We use full Photoshop CS6 and CC (Depending on which computer I am using) Photoshop is way more advanced than I need, but at the same time, I am continually finding new things I can do with it, and constantly learning. I don't know whether anything I do isn't available in Elements, as I haven't tried it. There are plenty of guides on the internet in general and YouTube to walk you through doing most tasks

I don't like recommending products especially if something goes wrong for you. I would buy the version which is closest to your computer's operating system. So if you have Windows 8, get the latest Elements.

There is free month trial of proper Photoshop you can download from Adobe - not sure if there is one for lightroom and Photoshop Elements - but worth a look for trying before you buy!
