Do you/have you used a syringe to prime the refill carts when you refill them? - If you just keep topping them up, then it is possible to get air trapped in them, effectively blocking the ink flowing. To do this, use a syringe to suck air from the printer nozzle end of the cart, until you just have ink flowing.
If this doesn't help...
If you can get another set of refill carts, and fill them with printer cleaner/flush, along with putting a folded paper towel/kitchen roll soaked in it under the head, and move the head/carriage back and forth over it, it could help. Or put the paper on the capping station (the pad the head sits on in the far right position) and let the head sit on it over night.
I don't think you've mentioned what ink you are using, but is it a quality branded ink, or cheap stuff from China? Have you mixed inks, or always use the same brand? How do you store it?
