Advice needed
Thinking of starting up vinyl cutting as a hobby and been looking at cutting machines, What should I be looking for when reviewing the machines? Ie - what software, machine spec ect ect?
Any advice would be appreciated.

What type of vinyl cutting, eg t-shirts etc?
if your new to it the silhouette cameo is a excellent cutter with very easy to use software. If your looking at something bigger than 12" then it all goes on how much money you want to spend?

It will be mainly for signs about a3 size as for budget looking about £200

In all honesty your budget will not cover what you would like to do. Apart from a cutter (plotter) you'll need software, a cutting mat and a selection of tools. A 'cheap' plotter will, as some have discovered be more trouble than it is worth..............buy cheap buy twice is the adage here.
