Testing for Safety

Hi all, Having a discussion with a friend about dye sub clothing, I was under the impression that once a product is tested as safe (Clothing or ink etc) it is safe. They have been informed that they need to get a sample of each product they intend to sell tested to make sure its safe. Surely they cant be right? Seems excessive that the producer has made a product that's safe and now it needs retesting. Anyone got any idea who is right?

Who’s requested the samples?
From my thinking a fabric may be safe and an ink may be safe but the two together may not be so safe.

For example….
Household bleach safe to use as directed
Vinegar safe to even add to food items.

Bleach and vinegar together = deadly chlorine gas

Sounds like they want to cover their backsides.

She was suggesting it was trading standards but there's nothing online. I could understand if you was massively changing it (especially something like pyjamas) but if all you are doing are printing (especially something like dye sub) rather than vinyl application) I cant see how you will affect the flammability or inherent safety of it. I could be wrong, and needing to test would surely need every product you use and every ink combination, very quickly getting really pricey!

Has anyone else had their clothing tested?

think decoration method safety DOES apply to baby wear ....

I stay well clear of baby and small kids clothing for that reason. Although the garments, inks and htv I use are compliant I don't want the aggravation of an overly concerned parent asking the question.
