For me, Photoshop is still the best for designing personalised clock faces. I've literally done hundreds a few years back that I placed in cheap IKEA clocks and sold on ebay.

The design program linked above doesn't allow for curved text to be placed on the design, nor does it allow for independent colouring of the clock numerals. This can be important if you have,say, a background image of sky and ground and you want the numbers to be visible on either, ie. darker in the sky and lighter on the ground. It's little things like this that turn an average design into a great design and hence a good seller.
