Well, I cannot say that I understand from your description what you are after. Do you mean the electronic equivalent of a rhinestone transfer using leds instead of rhinestones? To be honest rhinestone design software probably appeared as an offshoot to software to build led light boxes and I know the author of drawstones does an LED design package for just that purpose. If it is not like this maybe you could link to an image of what it is you are after?
