everything is owned, even if you cannot find out who the owner is, and ignorance is no excuse, - just remember back to KEEP CALM, - true, that all blew over, but some people sweated a lot before it did!

It hasn't blown over! The UK lost the appeal to have the granting of the trademark in the EU, so you cannot use the Keep Calm white letters (Keep Calm Font), on red background. Anything else is ok.
